Yes, in the same way as filing RC bugs against any other case of
non-freedom is within the definition of our bug severity levels. It
was not suggested that such bug-filing would be a particularly
constructive way to approach such a problem that one had just
discovered without beginning with a more informal attempt to define
the problem and confirm that the apparent instance of non-freedom was
not just an artifact of one's own drinking too heavily at the release
parties.

This argument does not change the fact that "preferred for
modification" *is* the metric that tends to get employed when
questions about whether a given form is source code or not need to be
settled within Debian. This is not a decision. It is an observation.
