Resolved:

uncommented quirks under my laptop in the following file, 

/usr/share/hal/fdi/information/10freedesktop/20-video-quirk-pm-toshiba.fdi

and added <merge key="power_management.quirk.quirk-vbe-post" 
type="bool">true</merge>

wifi problem (no wifi detected after resume) resolved by creating a file in 
/etc/pm/config.d
I named the file: madwifi-fix and it included:

SUSPEND_MODULES="$SUSPEND_MODULES ath_pci"
