Maybe the contents of "crash_notes" can help, try "cat /sys/devices/system/cpu/cpu0/crash_notes". Is your processor ready for speedstep at all? Take a look at "/proc/acpi/processor/*/info". If it has "power management", first of all you need to load a driver for your processor. Try to load "speedstep_ich", and after that the other modules. But may be its easier just to use a package like "powernowd" (works also for speedstep).
