Since all configuration is stored in files in the /etc directory, just copying all files should work. There are same files which you will need to take from the new configuration -- I know only /etc/fstab and /etc/mtab, but I guess there are some more. Additionally to imaging the partition, you can archive all files using e.g. rsync, which can do a good job conserving time stamps, symbolic links etc. depending on the options you choose.
