I have a similar problem, but it looks slightly different: I changed /etc/inittab as suggested. Afterwards, while starting gnome I could change during the start several times into ttys2 to 6, however, when the panel was finally finished no changing is possible any further,not even to tty1. So there is another gnome program which catches ctrl-alt-5(1-6) and doesnot translate it to change to tty5.
