From what I can tell (from /usr/share/doc/dhcp3-client/dhcp-on-linux.txt), it seems Linux doesn't allow network interfaces to be bound to 0.0.0.0, which is required for dhcp. So dhclient needs to use CONFIG_FILTER to work around it.
