For example using sudo, gnome-sudo, gksu, super or any other of these utilities. Ctrl+Alt+Del in the console is very nice, too. As are the "halt" options in gdm, where users can easily halt the system when they have logged off... I also have configured the power button of my notebook accordingly, using ACPI. Don't know if you can do that with APM.
