I contacted to Bdale (makedev maintainer) and he will change makedev to create IrDA related devices in a week or so.
So I made new irda-utils packages irda-common and irda-tools at deb http://www.daionet.gr.jp/~knok/debian ./ irda-common contains irmanager and irattach (it is the replacement of irda-utils package). irda-utils contains irdadump, irdaping, IrOBEX related tools and psion5 tool. (Currently, there are no package for X related stuff. If someone needs it, I will make it.)
