I use Gnome 2 too, and that applet doesn't work properly without a patch for acpi. At any rate, your output above can only mean one of two things: 1) missing ACPI module somewhere 2) Your laptop is not 100% ACPI compliant/compatible. I have the Compaq Presario 720CA which is pretty much the same as your model (in fact the Compaq support web site often puts the presario 700 series and your series together for patches).
