Ummm....going out on a limb here since I'm no hotplug expert, but AFAIK hotplug refers to *devices* being plugged into a bus that is "hot pluggable." An example of such a bus is USB, or Cardbus. The link going up or down is not the same as the ethernet driver being plugged in and out of a device bus like USB. Perhaps that is why it does not run ifup/down. See /usr/share/doc/kernel-doc-2.4.18/Documentation/usb/hotplug.txt.gz for some more information. Feel free to tell me I'm wrong, I'd like to know. Cheers!
