I get a Russian keyboard toggling on the Windows Menu key by setting Section "InputDevice" Identifier "Generic Keyboard" Driver "keyboard" Option "CoreKeyboard" Option "XkbRules" "xfree86" Option "XkbModel" "pc101" Option "XkbLayout" "ru" Option "XkbOptions" "grp:menu_toggle" EndSection in /etc/X11/XF86Config-4. Try setting "es" instead of "ru", or something like that. (and the right value instead of "pc101"...)
