Yes. During config you can select whatever locales you want but no locales will be created. I have consulted /usr/share/doc/locales/README.gz and created a few manually using localedef: localedef -i cs_CZ -f ISO-8859-2 cs_CZ localedef -i en_US -f ISO-8859-1 en_US localedef -i de_DE -f ISO-8859-1 de_DE You can also configure locale-gen and use that for "batch mode", check the list archive.
