I think 2.4.X PCI support is just jacked. I went and got 2.2.20, setup the kernel the way I want it, installed the pcmcia-cs package, fixed the module naming problem (wavelan_cs vs orinoco_cs) rebooted and boop beep my card is regonized. I haven't gotten a chance to configure it yet since I'm at work and not at home, but still I'm happy it works. :)
