I believe that the original writer means that the traditional OS
for running EDA applications is Unix, and many better programs
simply aren't even available for windows. I think Cadence's SPW
is an example (not sure though).

Unfortunately, this doesn't mean that the applications are actually
available for Linux, usually only for HP-UX and Solaris. But the good
thing is that porting to Linux should be much easier than Windows so
it looks likely that Linux ports might be available sooner or later.
