I believe that the original writer means that the traditional OS for running EDA applications is Unix, and many better programs simply aren't even available for windows. I think Cadence's SPW is an example (not sure though). Unfortunately, this doesn't mean that the applications are actually available for Linux, usually only for HP-UX and Solaris.
