That process is putting the CPU into idle mode.  Due to design flaws with the 
kernel interfaces for top etc it appears as used time when it's really time 
that just disappears.  Don't worry about it much.  Or if you are worried have 
a hack on the top code.

I had this work much the same on both machines.  It's an issue of the kernel 
version.
