Actually the man page translations of procps are provided by GNU TP [1]. I had proposed to maintain the translations there some time ago [2], but even more than six years later, the translated man pages - although now shipped with the latest tarball v3.3.16 - still don't appear anywhere in a distribution package. Even the Debian package, maintained by the procps main developer Craig Small, doesn't ship them. See the appropriating bug reports [3][4][5][6].
How does this affect manpages-l10n? Once the distribution packages of procps(-ng) ship the translations (hopefully soon), we will stop to translate the appropriate man pages here: free.1.po pgrep.1.po pidof.1.po pkill.1.po pmap.1.po procps.1.po ps.1.po pwdx.1.po slabtop.1.po tload.1.po top.1.po uptime.1.po w.1.po watch.1.po openproc.3.po readproc.3.po readproctab.3.po sysctl.conf.5.po sysctl.8.po vmstat.8.po To mention, ps.1 and top.1 are not yet part of the translation template provided by GNU TP, so we need to keep them here a bit longer. But one day we will get rid of the mentioned .po files, irrevocably.
