In that case, you want [...], otherwise, you don't [want to].
En clair:
if (using DTC panel) { create, chown ... } else { nothing }
Incidement, ça devrait être "you want _to_ create".
Comme le "else {nothing}", le "otherwise you don't" n'est
pas utile et pourrait être retiré, comme tu l'as fait dans
ta traduction.
