The French message text for localedef -V appears to claim that the
program is free-beer-free (`gratuit') rather than free-speech-free
(`libre'):

Certainly the translation of the GPL at
http://www.linux-france.org/article/these/gpl.html seems to prefer
`libre' to `gratuit'.
