I'm afraid that is false.
A speed downgrade directly affects throughput, in applications that rely
on stability and/or specific buffering of data etc. this is a critical
problem.

negociation is mostly done by hardware, so I'd tend to think that this
is a hardware issue, but perhaps the linux driver is involved, thus
reassigning there.
