(I assume you mean "hadn't been") If any of the maintainers involved consider mounting /etc from the initramfs to be controversial or problematic, special-casing /usr but not /etc is sufficient to unblock <https://wiki.debian.org/ReleaseGoals/MountUsrInInitramfs>. (I personally think /etc is a distraction which is contributing to all this stuff being delayed.)
