Currently APT's auto-removal criteria are very conservative; it will not remove any package where another package has any level of dependency on it (Depends, Recommends or Suggests). This includes cases where the dependency is on a virtual package that is also provided by multiple packages - none of them can be removed. To allow auto-removal of linux-image-* packages, nothing should depend on/recommend/suggest the virtual package 'linux-image'.
