As per Roman's advice, a full power off and unplug allowed me to boot and
run pwmconfig, this set up my /etc/fancontrol properly... on reboot, hwmon0
and hwmon1 switched and fancontrol started at boot but was unable to do
anything with my hardware due to the switched sym link... when i re-ran
pwmconfig I once again got the "i2c i2c-0: mv64xxx: I2C bus locked, block:
1, time_left: 0" message repeat about 10 times and had to do a full power
off / unplug to run pwmconfig again and setup my config file again.

I don't know how to keep hwmon0 and hwmon1 from switching places each boot,
the soultions ive found involving editing lm_sensors config file or
modules.conf dont seem to apply to debian...

other than that the problem seems to occur again if anything involving the
fan or temperature sensor is queried more than once per cold boot
