This should really be:
else ifeq ($(DEB_HOST_ARCH_CPU),amd64)
KERNEL_ARCH_PERF = x86_64
Because tools/perf/Makefile has special cases for ARCH=x86_64. This is
especially important on 3.7 when building with libunwind.
