Why do you say it fails?

This warning is emitted by kmod for old Linux kernel packages that
don't include this file.  It doesn't affect current testing/unstable
packages.

That said, the warning should not be shown for kernel versions
< 2.6.33 (the first version that generated modules.builtin).
