The issue has already been discussed among the upstream experts. See e.g. http://www.spinics.net/lists/linux-pci/msg11140.html for an explanation why autoloading acpiphp on all machines historically has been impossible. Don't know if anything ever came out of this though: http://www.spinics.net/lists/linux-pci/msg11148.html If not, then I guess a distribution could add an init script which checked DMI dates and loaded acpiphp by default on all modern machines.
