I am seeing this same behaviour on my system. Kernel 2.6.32-5-amd64.

I have to connect a PS2 keyboard to type the passphrase - USB devices
do not appear to work at this stage of the boot.

This does not seem to happen if I have USB devices connected when the
initrd is generated - however this is a headless machine and a USB
keyboard is not connected most of the time. This indicates that there
is a module that needs to be loaded.

It appears my initramfs-tools configuration is set as MODULES=dep.

I'd suggest that, when LUKS is in use, this should always include USB
input modules (if not include it all the time) if the system has USB
controllers present.
