If/when it happens to be removed, just don't provide it anymore. Ideally, the module shouldn't be needed, but the situation is far from ideal, because hardware is frequently, broken. Let me just emphasize that the problem here is not a governor or something that can be alternatively used: without it, not governor, etc can be used.
