I had a conversation about this problem on IRC.  I was told that you
have to run
    debian/rules source
before building the kernel.  This is currently not mentioned in
README.Debian.

However, it's documented here:
http://kernel-handbook.alioth.debian.org/ch-common-tasks.html#s4.2.4

imho debian/README.Debian should either mention 'debian/rules source'
or link to
http://kernel-handbook.alioth.debian.org/ch-common-tasks.html#s4.2.4
