According to <http://www.misdn.org/index.php/MISDN_Release_Notes> the CAPI layer for mISDN drivers is entirely in user-space. I suggest you install pppdcapiplugin and see the configuration example at <http://www.misdn.org/index.php/Capiplugin>. (Note, I have never used ISDN and only learned what I know from fixing bugs in various awful code that supports it.)
