Justification: breaks the whole system
New version of kernal installed 20Aug2010. Tried booting this AM. The new
kernal could not have been tested with Lilo. I cannot use GRUB as it corrupts
its own boot stage 1.5 in a system crash or sometimes after "/sbin/halt".

This whole area is a big mess in Debian 5.0 'lenny'.
Starting with the next release there is a policy for boot loader
packages that will ensure that boot loaders are updated on disk if and
when they need to be, without requiring the user or installer to create
any configuration file.

It can be empty. It should certainly not have any of the lines:

As I suspected. You should remove grub and modify /etc/kernel-img.conf
as explained above.
Run 'lilo' to update it for the kernel you just installed. Later kernel
upgrades will now do this automatically.
