These two bugs are definitely not the same. They may have the same symptoms but the cause is completely different. #586554 (this bug) is caused by a faulty hook script in a third party package (iscan/iscan-data) while #587608 appears to be a problem with the configuration of initramfs-tools itself.
Roman did not have iscan or iscan-data installed, his problem was actually #587608, and not related to this bug.
