Vincent Rubiolo just reported the same issue to me in private mail and found this bug report. The problem is that ums-cypress is not included in the initramfs; however, when the CONFIG_USB_STORAGE_CYPRESS_ATACB is enabled, usb-storage itself will not claim those devices; see https://bugs.launchpad.net/ubuntu/+source/initramfs-tools/+bug/419231/comments/13
