Actually, the bug can be rewritten in a much simpler way. xset dpms force off does *not* work on my laptop's screen. If I plug in an external screen, and disable the laptop's screen, xset dpms force off actually turns off the external screen. If I enable the laptop's screen, it prevents both screens from turning off. With no external monitor, it doesn't work of course.
