I can confirm that. While the difference between PREEMPT and normal kernels with 2.6.18 and prior to that was mostly "for connoisseurs", with 2.6.26 it is clearly visible with the naked eye (tested on a bog standard 2GHz Athlon XP).
This should not really be the case especially under light or no load.
