This problem goes away if the packages sepolgen and
policycoreutils are uninstalled (complete removal). 
SElinux was disabled during my previous testing;
therefore, I had not suspected it as the problem. 
Apparently, kernel 2.6.24-6 loaded some part of
SElinux even though it reported SElinux as disabled.
