Well, because I wouldn't want to mix static/dynamic IP address assigning in a larger network. Admittedly, I haven't implemented that completely consitent (yet), e.g. the DHCP-option "send-hostname" is missing (this works for me 'cause I'm practically not assigning IPs from the dynamic pool, thus having them in static DNS). To get back to your question: if you use s.th. like "cryptopts=...,ip=192.168.5.2", just that IP will be set, no dhcpc started etc. What's still missing here is passing the netmask via kernel cmdline.
