Not quite true: Adrian Bunk's tree has never been in Etch. The
linux-2.6.16 package contained just the regular 2.6.16 kernel from
linuxhq, not Adrian Bunk's tree. It was just uploaded as a separate
package for technical reasons.

The main reason that Adrian Bunks tree is not available in Debian is that
the kernel team is not interested in maintaining that version (or rather
a separate version in general) and providing security support for it.
