Hi,

The linux-image packages do not depend on udev itself, I guess that udev was pulled in due to the fact that initramfs-tools depends on it. You can, however, use an alternative initrd generator, yaird, to generate initrd. Yaird does not depend on udev, so that might be the option you are looking for. For details check out
