grub still does not support some cases (mainly XFS on / IIRC) and in those cases d-i _does_ force lilo. If it really is a "suggests" and not "recommends", I guess dropping the dep does no harm as grub won't be pulled in automatically, but again, lilo still does support configurations not supported by grub.
