Hello,
I can confirm this bug is still present on bullseye / bullseye-backports.
(Reproduced not on my own machine but another one I am working on)
# apt update
=> OK
# apt install linux-headers-amd64 -t bullseye-backports
Reading package lists... Done

So, there is a mismatch between expected xxx-deb11.21-amd64 and available xxx-
deb11.22-amd64
Note, this problem doesn't affect linux-image-amd64, but this not having
headers is blocking, ex for building dkms packages.
