I opened this bug report: https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1071520 and it turns out the defect was already fixed. The problem is apparently that the linux-image-6.6.13+bpo-amd64 neglects to disclose to apt "Breaks: tp-smapi-dkms (< 0.44-1~)". So it seems bug 1071467 needs to be reopened to correct the apt metadata, IIUC.
