This whole discussion to me even more strongly suggests that the current way of trying to satisfy these requirements on kernels availability shouldn't really be delegated only to packages content. And that's before we get into ESP size issues. So the idea to split these apart - packages install to /usr/, and a separate mechanism manages what is available under /boot/ and for how long, depending also on how much space there is - seems more and more the right way forward.
