I believe IRC is quite good at throwing ideas and opinions (too good, perhaps?), but bad at glancing and getting a quick status on things. I believe wiki is quite good at tracking the evolution of ideas - with emphasis on "what is most recent of each idea". Wiki pages are by design always in flux. So if need of doctrine, then go for a static web page instead.
