That has grub 2.04-20, kernel 5.10 and Xen version 4.14.x and that may just fix the issue. I haven't used the cloud kernel myself, but I do have a machine running Xen and the compression used for cloud kernels is (AFAIK) the same as for 'normal' kernels and I never have problems booting domU's (apart from when I mess things up myself ;-P).
