In debian stable I can modify files on the NAS with no problem.
When I change my repo to testing or unstable when I modify a file and
attempt to save it, it just creates a .part file and doesn't save the
original file.

We right now have not enough actionable information on the bugreport.
Can you be mor especific, How are you modifying the files and
attempting to save them?
