I suspect that depends on how highly motivated Debian is to support those highly popular ARM devices not just with Linux, but with Linux as a Xen Dom0 on those devices. Even if they are highly popular devices, what matters, ultimately, I think, is if there is a reason for them to be popular as devices that run a Xen dom0. Then maybe there is a chance to get some patches into the Linux kernel for this purpose. Just my two cents, FWIW.
