Bug #981586 is a duplicate of #971059. #981586 is unlikely to get fixed because https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=971059#12 So I add "wontfix". Only CONFIG_PCIE_BRCMSTB=m is sufficient for linux-image-armmp-lpae to boot on RPi4B 8GB.
