Hi, I have exactly the same behavior on my lenovo E460 laptop. No suspend and shutdown working since upgrade to linux 5.x.
I don't know how to get more attention to this. Can we raise the severity or flag it? Some more info in my earlier report #939170. Maybe even duplicate? Cheers, Daniel
