The origin of the problem was discovered.
This is a bug of powertop v.2.8-1 + b2.
By uninstalling software everything works except the energy saving of the
battery of my laptop ;(
It's possible for you to make a urgent report for a urgent upgrade from
powertop to the members Debian and Intel Team's development ??
The current version is 2.11 :

And your versions is 2.10 on SID :
