Notice that this is surely related to https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=939262, but as I have an unreported error (Failed to run INIT ucode: -110), I have submitted a new bug report. Notice also that manually installing 20190815 version does not solve the problem.
